West Harbor Club began in 1975, when Bill and Gloria Tibboles took on a small manufactured home park on NE Catawba Road in Port Clinton, Ohio — a quiet stretch of Catawba Island with Lake Erie at the end of the road. What they built over the next five decades was never just a park. It was a summer community: fifty homesites where families returned year after year, where kids who once rode bikes down the lanes eventually brought kids of their own.
Bill and Gloria ran the park the way they ran everything — personally. They knew every resident, every home, and every lot line. The rules they set down were simple and fair, the lanes were kept neat, and the promise was kept: a peaceful, well-kept place on the lake where summer people could count on things being done right. That promise is still the whole job description here.
Gloria passed away in 2020. Bill carried on, and in his later years he lived in Georgia with his daughter Jennifer and her family, while West Harbor Club — as always — opened each spring on Catawba Island. Bill passed away in 2026, and the park he and Gloria built passed to the next generation of the same family.
Today West Harbor Club is operated by Bill and Gloria's children, Jennifer Mills and Marc Tibboles. The park remains what it has always been: family-owned, seasonal, and personal. Residents still deal with the family — not a management company — and the phone number on this site rings the owners.
"Together they built a special community that many of you have called your 2nd home for years."
— From the family's letter to residents, July 2026

Bill and Gloria Tibboles become the owners of West Harbor Club on NE Catawba Road, Port Clinton — a seasonal manufactured home park in the heart of Ohio's Lake Erie vacationland — beginning the family's fifty-year run at the park.
For forty-five summers, Bill and Gloria run the park together. Generations of families make West Harbor Club their summer place; the park's character — quiet lanes, neat lots, good neighbors — is set for good.
Gloria Tibboles passes away. Bill continues to operate the park, later moving to Georgia to live with Jennifer and her family while keeping the park running each season.
Bill Tibboles passes away in 2026. That summer, residents gather for a Celebration of Life in his honor. West Harbor Club remains in the family: Jennifer Mills and Marc Tibboles take up the work their parents began — same park, same standards, same welcome.
The park opens each spring as it always has. Fifty lots, one family, and Lake Erie at the end of the road.
